His Excellency, Vladislav Kulminski formally assumed his role as Moldova’s Ambassador to the United States on August 27, 2025. In a ceremony at Blair House, the President’s Guest House in Washington, D.C., Kulminski presented his letters of credence to Monica Crowley, the Chief of Protocol for the United States. This official act marks the start of his diplomatic mission.
The ceremony included U.S. officials Christopher Smith, Deputy Assistant Secretary of State, and Kevin Covert, Director for Eastern European Affairs. They extended greetings to Moldova on its Independence Day and reaffirmed the U.S.’s interest in strengthening the strategic dialogue between the two countries.
President Maia Sandu signed the decree appointing Kulminski on June 27, 2025. This was made official with its publication in the Official Gazette on the same day. The appointment followed a formal approval from Parliament’s Foreign Policy and European Integration Committee on May 30.
Before this prestigious appointment in Washington, Kulminski served as Deputy Prime Minister for Reintegration from August to November 2021. He also held a key role as Secretary of State in the Ministry of Foreign Affairs in 2019.
Vladislav Kulminski brings over two decades of experience in public policy, strategic planning, conflict resolution, and international development. He has advised the Prime Minister on foreign policy, led the Institute for Strategic Initiatives (IPIS), and worked with global organizations like the UN, the World Bank, UNDP, GIZ, and Humanitarian Dialogue.
His contributions also extend to guiding reforms and peacebuilding programs in countries across Eurasia, including Ukraine, Belarus, and Turkey. He also played a significant role in the Black Sea Grain Initiative, which was crucial for global food security. Earlier in his career, he served as a political expert at the U.S. and U.K. embassies in Chisinau.
Kulminski’s academic background is as impressive as his career. He holds a Master of Public Administration from Syracuse University’s Maxwell School and a Master’s in International Relations and European Studies from Central European University in Budapest. His expertise is further bolstered by fellowships from prestigious institutions, including Fulbright, John Smith, and the Munich Security Conference.
At the credential ceremony, U.S. officials reiterated their commitment to engagement with Moldova, particularly in shared areas of interest such as energy, education, infrastructure, and investment flows. They committed to deepening the strategic dialogue to achieve tangible results that benefit both nations.
This diplomatic appointment signals a new chapter for U.S.-Moldova relations, with Vladislav Kulminski leading the effort to strengthen ties and promote shared interests. His extensive experience and deep understanding of foreign policy are expected to be invaluable in this role.
