Continuing a strategic expansion of Timor-Leste’s diplomatic presence in North America, H.E. José Luís Guterres, Ambassador of the Democratic Republic of Timor-Leste to the United States and concurrently accredited to Canada, has advanced his regional mandate by formally initiating his accreditation to Mexico through the presentation of copies of his credentials as Non-Resident Ambassador.
The presentation took place on Thursday morning of December 11, 2025 at the Mexican Cultural Institute in Washington, D.C. Ambassador Guterres presented the credentials to Esteban Moctezuma, Ambassador of Mexico to the United States. He was accompanied by DCM/FS Natividade Almeida and Victor Gotevbe, Publisher and Editor-in-Chief of Diplomatic Watch Magazine. Ambassador Moctezuma was joined by his Chief of Staff and the Director of the Mexican Cultural Institute.

The exchange followed established diplomatic procedure and served as a preparatory step ahead of the formal presentation of credentials to Claudia Sheinbaum Pardo, President of Mexico. Ambassador Moctezuma noted that presidential credential ceremonies in Mexico are conducted only twice each year, situating the Washington presentation within the country’s formal accreditation framework.
Following the handover of the credentials, both sides exchanged views on policy matters of shared interest. Discussions included Timor-Leste’s forthcoming admission as the eleventh member of the Association of Southeast Asian Nations, a development with implications for Timor-Leste’s engagement beyond Southeast Asia. The Ambassadors also identified education and agriculture as areas offering practical scope for future cooperation between Timor-Leste and Mexico.

The presentation in Washington follows Ambassador Guterres’s recent accreditation in Canada and establishes a strategic alignment in Timor-Leste’s diplomatic engagements throughout North America. Together, these efforts show a strategic focus on improving political discussions, building the groundwork for cooperation in various sectors, and strengthening Timor-Leste’s participation as an active partner in the Americas through organized, policy-driven diplomacy.
