Helsinki, Finland – Finland is gearing up for its 2025 Chairpersonship of the Organization for Security and Co-operation in Europe (OSCE) with a two-pronged approach: elevating its delegation in Vienna to a full-fledged Permanent Mission and appointing seasoned diplomat Vesa Häkkinen as its Head. This strategic move signals Finland’s determination to play a leading role in the OSCE’s critical work.
“Establishing a Permanent Mission underscores our commitment to strengthening the OSCE as we prepare to assume the Chair,” declared Foreign Minister Pekka Haavisto. “This enhanced presence will allow Finland to engage more effectively with member states and contribute meaningfully to the organization’s vital efforts.”
Häkkinen, a veteran diplomat with over two decades of experience under his belt, brings a wealth of expertise and knowledge to the table. Having served as Finland’s Permanent Representative to the OSCE since 2021, he is well-versed in the organization’s priorities and challenges. His prior stints as Head of Mission in Baghdad and Deputy Head of Mission in Warsaw further solidify his ability to navigate complex diplomatic landscapes.
The upgraded Permanent Mission will serve as Finland’s central hub for OSCE engagement. It will facilitate closer collaboration with member states, provide a platform for advancing Finland’s priorities during the 2025 Chairpersonship, and champion dialogue and cooperation on issues ranging from conflict resolution and human rights to arms control.
