Alberto Barrantes Ceciliano, Minister Counselor at the Embassy of Costa Rica in the United States, recently participated in the 4th Kautilya Fellows Program on Contemporary India Studies, held from May 5 to 11, 2025, in New Delhi. Organized by the India Foundation in collaboration with India’s Ministry of External Affairs, this year-long fellowship brings together 40 scholars and professionals under 40 from around the world to explore India’s foreign and public policy.
The program commenced with a six-day on-site study session in New Delhi, featuring interactions with policymakers, academics, and thought leaders. During the inaugural session, India’s External Affairs Minister, Dr. S. Jaishankar, discussed India’s evolving role as an economic player, development partner, talent hub, and first responder in emergencies.
Barrantes expressed gratitude for being selected as a fellow, emphasizing the program’s role in fostering dialogue on contemporary geopolitical challenges, democracy strengthening, multilateralism, and the Global South’s influence on international order. His participation reflects Costa Rica’s commitment to engaging in global discussions and enhancing diplomatic relations.

He detailed the nation’s dedication to harmonizing environmental stewardship, societal well-being, and peace initiatives. Barrantes elaborated on Costa Rica’s leadership in “Blue Diplomacy,” focusing on ocean conservation as a cornerstone of its international collaborations. He illustrated how the country integrates sustainable environmental practices with global partnerships to promote human development.

As part of the program, participants engaged in a meaningful dialogue with India’s Vice President, Jagdeep Dhankhar. The discussion centered on India’s democratic principles and its role in global affairs, offering the fellows a comprehensive understanding of the country’s commitment to international engagement.

Beyond his diplomatic duties, Barrantes is the founder of Carretica Cuentera, an educational initiative promoting reading and critical thinking among children through storytelling and creative writing.
