The European Union’s foreign policy leader, Josep Borrell, has undertaken a significant diplomatic reshuffle, naming 44 new representatives to various positions. This signals a strategic shift in the EU’s international engagement.
Among the appointments, Estonia takes the lead with Aivo Orav, who is currently serving as his country’s top diplomat at the EU. He will assume the role of EU Ambassador to Kosovo. Orav boasts a distinguished diplomatic career, having previously held ambassadorial posts in some EU states, including Poland, North Macedonia, Montenegro, and Turkey.
Another noteworthy appointment is Toivo Klaar, who will transition from his current role as the EU’s Special Representative for the South Caucasus to become the new EU Ambassador to Uzbekistan. Klaar brings a wealth of experience to this new post, having previously overseen the EU Monitoring Mission in Georgia and held leadership positions within the EU’s central Asian division.
However, these appointments are not yet finalized. Before formally assuming their duties, each nominee must receive official approval, known as agrément, from their respective host countries.
