London, UK – April 25, 2024 – The United Kingdom and Rwanda have finalized the ratification process of their migration and economic development agreement, marking a significant step towards enhanced cooperation on these critical issues.
The pact, known as the UK-Rwanda Treaty or the Safety of Rwanda Act, establishes clear guidelines for the relocation of individuals seeking asylum in the UK. One key provision ensures that Rwanda will not return anyone to a country deemed unsafe, adhering to international standards.

“This ratification signifies a robust legal framework to deter illegal migration and provide clarity on relocation policies,” said UK Home Secretary James Cleverly. Rwandan Foreign Minister Dr. Vincent Biruta mirrored this sentiment, emphasizing his country’s readiness to receive asylum seekers and support their integration.
The agreement establishes a specialized tribunal in Rwanda, staffed by judges from various nations, to handle individual appeals on rejected asylum claims. An independent Monitoring Committee will also be formed to oversee compliance with the Treaty’s obligations.
