The United States and Uzbekistan marked a milestone in diplomatic relations during their fourth annual Strategic Partnership Dialogue in Washington, DC on November 13, 2024. The elevation to Enhanced Strategic Partnership Dialogue, significant progress in critical minerals cooperation, advancement in security and customs collaboration, alongside new educational and cultural preservation initiatives highlighted the comprehensive nature of the talks.
Donald Lu, US Assistant Secretary of State for South and Central Asian Affairs, and Uzbekistan’s Deputy Foreign Minister Muzaffar Madrakhimov led productive talks focusing on bilateral cooperation. The US reinforced its commitment to Uzbekistan’s sovereignty and independence during these discussions.
The dialogue showcased several economic achievements, including Uzbekistan’s entry into the Minerals Security Partnership and the signing of the Critical Minerals MOU. The nations also discussed plans for natural gas infrastructure modernization and explored enhanced trade and investment opportunities.
The C5+1 diplomatic platform demonstrated meaningful progress through the completion of the Foreign Ministers’ meeting, the introduction of Critical Minerals Dialogue, and the inaugural B5+1 Forum supporting business partnerships between the regions.
Security cooperation saw substantial strengthening with the signing of the Customs Mutual Assistance Agreement. Both nations committed to expanded regional security measures and enhanced cyber security collaboration to protect shared interests.
In addressing social progress and human rights, the countries focused on gender-based violence prevention, labor rights improvements, and the protection of fundamental freedoms. They reinforced their commitment to supporting rights of self-expression and individual beliefs.
Cultural and educational advancement took center stage with the implementation of USAID-supported English language materials in Uzbek schools. A significant $500,000 grant was allocated for Registan Square conservation, demonstrating the US commitment to preserving Uzbekistan’s cultural heritage.
The inaugural Enhanced Strategic Partnership Dialogue, scheduled for 2025 in Tashkent, marks an important step in strengthening bilateral relations between the United States and Uzbekistan.
